About SSLN/NOC

What is SSLN/NOC?

• Sijil Sokongan Luar Negara, also known as Non Objection Certificate.
• One of the requirements (certificate) that must be met (obtained) by scholars who wish to pursue studies in overseas.

Why is SSLN/NOC important?

• A certificate of prove that he/she is able to meet the minimum requirements for overseas studies.
• Also used to obtain student VISA from foreign embassies.

Issuing of SSLN/NOC

Incorrect Perceptions on SSLN/NOC

Incorrect Perception #1

The issuing of a SSLN/NOC is for the purpose of applying or obtaining any study loans or scholarships.
SSLN/NOC is not issued for the purpose of application for any study loans or scholarships. The one and only role of it is just as a compulsory supporting document, which is needed in obtaining a VISA.

Incorrect Perception #2

SSLN/NOC will be issued as long as applicant is holding an offer letter from overseas institution.
There is no 100% guarantee that an applicant will be able to obtain a SSLN/NOC even though he/she is holding an offer letter from overseas institutions. This is due to every applicant has to fulfill the minimum requirements that are enforced by the Ministry of Higher Education, Malaysia, not by other countries.

How to Apply for A SSLN/NOC (Step1 – Step7)

Step 1: Academic Achievements Meeting Requirements

• Ensure that academic achievements are fulfilling the requirements that are set by overseas universities.
• Different universities have different standards, it is vital for applicant to ensure that respective requirements are met before applying for any study places.

Step 2: Apply for A Study Place

• As long as applicants manage to fulfill all the academic requirements (stated in Step 1), applicant are eligible to apply for a study place in any chosen overseas institutions.
• This is due to the offer letter from chosen overseas university will be required in completing Step 4.

Step 3: Complete the SSLN/NOC Application Form

• Fill in the SSLN/NOC applicant form, which nowadays it can be downloaded from the JPT (Jabatan Pengajian Tinggi) official website.

Step 4: Preparation of Supporting Documents

Below is a listing of general supporting documents that must be fully prepared by applicants (1 – 6).

• Please note that these supporting documents will be listed at beginning part of the SSLN/NOC application form (try to locate the listing in the application form, since supporting documents listed above may not be up-to-date, thus, it is always better to refer to the official released guidelines)
• Furthermore, further instructions will also be given in the form, such as how these supporting documents are to be handled:
  - to whom to give to certify (sign)
  - where the form should be submitted to

Step 5 – Step 7 mainly give the same instruction as the application form will, instructions in the form will be more than enough, hence Step 5 – Step 7 can be ignored if there is a better reference.

Step 5: Certifying of Supporting Documents

All supporting documents (1 – 6) must be certified (signed) by either:

• Member of Parliament Member
• ADUN
• Group A Government Officer
• Principal
• Headmaster
• Village Headman

Original and photocopy version of supporting documents must be shown to the verifier while certification (signing) is to be done.

Step 6: Submission of Supporting Documents and Filled Application Form

All certified (signed) supporting documents, together with the filled SSLN/NOC application form, must be sent to the following address:

How to Apply for Certificate Programs

Cara Permohonan Untuk Program Sijil:

Step 1: Take Note On Opening Date of Application

Valid application date or opening date of application may not be showed always, probably can only be noticed few months or few weeks before the valid date approaches.

Step 2: Online Application or Apply Manually

Below are 2 approaches which applicants can choose to implement, at one’s convenience, both approaches will lead to the same result.

First Approach (Online Application)

* The PIN number must always be kept, since it is needed whenever applicants wish to amend any filled information.
* In case PIN number has been forgotten or lost, applicants are advised to seek assistance from recruitment officers from any nearest community colleges.

* Applicants must chose only 1 approach to submit the form.
* Submission of application form through Fax and E-mail may not be applicable to every community colleges, applicants are advised to confirm the availability of stated services.

Having only one friend is always not enough, just like money, the more you have the happier you will be, however, money cannot buy friendship and we should be cherished towards everyone who appear around us. Make sure that the very first step of making friends should always start from yourself, it is essential for one to be open-minded and friendly, moreover should always bear in mind that tolerate between each other is vital when interacting. The moment you pursue to a higher education level, definitely what needed to be done is more cchallenging and difficult, however, problems may become tiny issues if you can have someone to share and discuss with. Furthermore, you will also find that friends are always the person who you can speak to when you want to express either happy or sad feelings, especially for foreign and non-local students whose family members are seldom around, although sometimes friends can be troublesome, it is not wrong to conclude that what you gain from it will never be less than what you may lose.

Notebook/Laptop Or Personal Computer

Without either one of these, definitely you will be having a hard time of what to do when you are free or feeling bored. Why it is essential and we consider it as a must have gadget when you pursue to higher level of education? The first reason is that some courses may require student to have their own computer or students are encourage to have one, especially when lecturer is lecturing, notebook is useful for the purpose of taking down important notes, for example, assume that a lecturer who teaches computing is showing coding method and projecting it on screen, instead of just looking at it, a better understanding can be enabled if students at the same time can do it on their notebook while referring to the method given, the moment students encounter any probelms, they can always asked question in no time and get quick solutions from their lecturer. Furthermore, some scheduled timetable may result in such a way that students may have 2 to 3 hours of break time, while at that moment, notebook will be very useful if you plan to make use that period to do revisions, watch movies or play games, time do flies if you have something to do and focus with. For non-local or foreign student, instead of making international call or long distance call which can be extremely costly, by having a computer, online chatting portals such as MSN, Yahoo and Ebuddy will enable you to keep in touch with your family members even though they are few thousand miles away.

Printer

You can avoid from being tripped by a banana skin, but you cannot never ignore the existence of assignment. Every time when thinking of assignment, other than thinking of how to complete it before the due date, should also consider of how to realize it into a hardcopy form, definitely a handwriting-based assignment will not be accepted upon submission, therefore, this is why at least each student must own a printer. An inkjet printer should be enough if you plan to use it until your graduation. Other than printing of assignment, for those who always suffer from computer eye strain, instead of reading slides from monitor, it is better to print it out and read, by having a hardcopy of slides, you can read it whenever you want at any places which will be more convenient when your computer is not around. Most of the campuses do provide printing service, but most of time, printing fees will tend to be more expensive if compare to self-printing.
