In effort to nurture a study environment which excels in knowledge within Malaysia, scholars are encouraged by government to pursue study locally, therefore, as source of complement, there are about 20 IPTA and IPTS which total exceeds 500 have been set up and scattered throughout Malaysia, providing wide spectrum of academic programs.

However, application of education loan for overseas studies has never come to a ceasing state, hence, an awakening measure has been introduced, which is known as Study Fee Loans In Overseas (Skim Pinjaman Yuran Pengajian Di Luar Negara), an education loan that is specially proposed and tailored to scholar who is advancing degree study in overseas.

How to Apply (Step1 – Step7)

Step 1: Applicant Meeting Terms and Conditions

  1. Must be a Malaysian citizen.
  2. Not exceeding 25 years old upon application.
  3. Has not obtained any degree titles.
  4. Parent / Sibling(s) / Applicant must not bind to any (other) government’s loan schemes or scholarships.
  5. Parent / Sibling(s) / Applicant must not have any arrears (issues) or being blacklisted by any government’s loan schemes.
  6. Parent / Sibling(s) / Applicant must not have gone against any government’s scholarship contracts.
  7. At a time, only one member from a family can apply for this education loan.
  8. Family member of successful applicant will be given chance to apply this education loan if only if he or she (the successful applicant) has started the repayment of loan for at least time period of 6 months.
  9. For twinning program, loan will only be issued during the study period in overseas.

Chosen programs must also be recognized by the JPA, to know whether respective program is being accredited or not, checking can be done from the JPA’s Qualification Accreditation Webpage.


Step 3: Take Note on Opening and Closing Dates of Application

Application will be opened twice a year and related information (online application form) will only be available during these two periods:

  • First Session
    Opened: 1st of February
    Closed: 29th of February
  • Second Session
    Opened: 1st of July
    Closed: 31st of July


Step 4: Online Application (eSILA)

JPA’s study loans at present are all based on online application, try to avoid wasting time on searching application form from elsewhere, as this online application is designed for more efficient and tidy processing.

    As yet, PTPTN does not provide loan for overseas studies. We are not so sure of what BBMS stands for, anyone who wishes to share the knowledge, please feel free to leave some words.

  7. I don’t really understand how do I get my supporting documents “accredited by government officials of Management and Professional Group”. Does it mean all of them have to be certified true copy by no other than government officials? Otherwise, can banks and college certify the financial documents and offer letter respectively?

    Also, I am currently doing an American Degree Transfer Program and I will be transferring my credits to Canada. However, Canada is excluded among the countries listed. Does it mean that I do not stand a chance?

    Hi there. We assume that study loan will not be given in a lump sum, just like PTPTN study loan, will be given in a series of periodic payments.

If you visit to here, you will find that JPA is providing the same information, as actually we are referring to some part of it and present it in a less complicated and English-translated version , plus some information we gathered on the internet, such as experience (follow this link if interested in reading it) of some successful ex-applicants. We found that information provided by the JPA and what was (2008) shared by some ex-applicants are contrasting. As we do not want to take the risk of providing inaccurate information and have been struggled for quite a while of whether which site we should refer to, we decided to refer to JPA official website.

  10. hi…well i had try several time to open the esila and the jpa borang bt i found it..that i just cant do it..then i type mykad no there and it showed there that i ll get a katalaluan by 24hours and ask me to check my email…but until now i haven’t get it..
    i try to call the jabatan using the number they gv but no one answering…im seriously no idea….COULD U HELP ME…. i respect this loan and hoping to get an answer for it..

    Have you fill in the application form? If have not, then it should be quite easy to reach for it. By the way, we are still not so sure about your situation, based on our assumption, you may have not get yourself registered.
    If you are first time visiting to eSILA, registration is compulsory to be done before proceeding. About the password (katalaluan), it should be provided(set) by applicants themselves during the registration, which means that it is designed by each applicants, should not be provided and sent by the JPA.

    I’m trying to find out where I can download/get the “No Objection Certificate”? Been surfing around and I can’t find a place to download it. Is the NOC and Letter of Good Conduct the same cert?
    And when do I send in the rest of the requested documents? Right after I applied online or after I have received the shortlisted approval?

    Good day, the “Non Objection Certificate NOC” is actually refers to SSLN (Sijil Sokongan Luar Negara), through guides provided in JPA Offical Website or Garis Panduan Skim Pinjaman Yuran Pengajian Di Luar Negara Untuk Peringkat Ijazah Pertama, stated there only for applicants who are pursuing studies in one the critical fields: pharmacy, dentistry, medical, have to obtain the NOC/SSLN from Kementerian Pengajian Tinggi Malaysia (by meeting certain criteria, such as the examination result of 1st year study).
    Here is a link which contains information and explanation about NOC/SSLN, it is very informative, after follow the link, try to search for “E. ‘NON OBJECTION CERTIFICATE’ (NOC) atau SSLN”.
    Here is another link which contains the form of application for SSLN, hope that it will be useful to you.
    According to what have been stated clearly, supporting documents can be prepared once online application is being done and must be sent to JPA within 10 working days since the closing date.

    Thanks James! I was just reading some information about the SSLN from this website http://jpt.mohe.gov.my/PELAJAR/SSLN.php and the number 4 clause states

    “4. SSLN tidak dikeluarkan kepada pemohon untuk tujuan mendapatkan biasiswa atau pinjaman kewangan bagi pembiayaan pembelajaran tetapi SSLN berperanan sebagai dokumen sokongan untuk mendapatkan visa.”

    I already have my visa and I am studying medicine in the UK. I just want to apply for the JPA loan. Do I still require this cert?

    Hi, it is true to say that the issuing of SSLN isn’t for the purpose of getting any loans or financial aids, since SSLN itself is actually similar to a cert of prove that one’s able to meet the minimum requirement to study in overseas. Btw, we would like to suggest you to prepare a copy of the cert, since based on your question, we don not have much supporting statements or confirmations (similar situation), but from what have been founded on JPA website, SSLN/NOC seems to be a compulsory document and needed to be sent to JPA.
    Once again, the SSLN/NOC can be applied from Ministry of Higher Education, Malaysia (KPTM), you may contact to KPTM through phone call(Tel: 03-8883 5000), fax(Fax: 03-8889 3921) or by sending mails to [email protected], in case you have any queries or doubts to be cleared with.

  17. hello…. i’m a medical student studyin in Moscow, successfully completed my first year studies…
    i’ve already mailed all the needed details and documents to JPA and i was just wondering if there is any interview involved before knowing the results…
    i did call the JPA office and asked them if there was any interview…
    the man at first said no but later on he said he was not so sure…
    he said ‘takde kot’ and i don’t really know what he meant by that…
    i was also told the results will be known online on 30th of August but I have to fly back to Moscow earlier than that cause my classes starts on the 1st of september and i need to handle quite some paperworks over there…
    so i don’t know how it works??
    if there isn’t any interview then it’s ok…
    but if there is, i need to make arrangements so that i wouldn’t miss the interview and lose the chance of getting the loan…
    can anyone care to enlighten me on this matter?
    like many others i really do need this loan and i can’t really enjoy my holidays without getting this out of my mind….

    According to experience of some ex-applicants, only shortlisted applicants will be required to attend the interview session, which is when after the result is released.     A boss in a corporation (sdn. bhd.) is still an employee, therefore an EA for boss will still have to be prepared by clerk. If ownership is as sole proprietorship, then account report will do.

    i’m not applying for a scholarship….

    i’m applying for a LOAN… a ‘skim pinjaman luar negara’ which can only be applied when a student has completed his/her first year of medical studies… i’m actually going to continue my second year this september….
    i’m sorry i forgot to mention that earlier…
    so yeah, does the same thing apply for a JPA loan too??

    Good day. It’s ok, and it is actually the same. Some people refers loan to scholarship or vice versa, even though there are differences, still the meaning of both are very close, as long as we understand, then it is not a big deal. Have a nice day.

    I have the same question as sabrina, im going to further study in australia this Feb 2011 for RIBA part 2, but im wondering should i apply before going (Feb 2011) or a year after (Feb 2012)?

    If a year after, my age will be 25 years old in March. Technically when i will apply on Feb 2012, I am not 25 years old yet. Am I still eligible? Is it refering to below 25 years old, or 25 years old and below?

    I went to JPA last Friday to confirm, but the given answer is pretty ambiguous.

  25. well..im an a-level leaver..im jz curious to know whetha jpa recognizes the chemical eng. course offered in Nanyang Technological University(NTU)and so on offer me the loan..??
    i hav checked out the jpa portal though..however i find that it is not listed .But i hav heard that as long institution of engineers Singapore(IES) accrediates that particular course than the Boards Of engineers Malaysia (BEM) will also recognize the course.

    PTPTN loan is only available for those who study in local colleges and universities, either private or government. And yes, your son and daughter may apply for JPA LOAN. But not SCHOLARSHIP. As long as they are under 25 years old. But from I heard, we can convert our loan to scholarship if we get GOOD result throughout our course years.

    Of course there are chances, and we believe that JPA is doing a very fair job and making even decision.
    So, what actually makes the difference? Probably some will ask…
    Mainly there are 2 rounds of selection
    1. Applicant being shortlisted
    2. Shortlisted applicant notified by JPA to join interview session

    1. This is the procedure of choosing shortlisted applicant from “passed applicant”. So called “passed applicant” can be referred to those who meets all the required qualification (in term of personal and course aspect), completely done the online application, handed-in all the supporting document on time and…… (probably more, but these are the vital parts). However, still we aren’t so sure about it, because as yet JPA never review (we assume) how they do the selection. Well not too worry about it, important criteria (as mentioned) will surely be considered while decision is to be made as they possess portion of stand as well.

    2. Probably the most important part, applicant’s performance MAY directly affect the final decision, because one must be clear that applicants with same qualifications will be all around, maybe hundreds of them, so how to impress those interviewers? One should really take deep consideration about it (in case shortlisted), can only tell that applicant with preparation will always stand a better chance.

    Good day and can someone please help or assist me? I am in desperate need of a JPA scholarship or loan for my daughter studying actuarial science in USA.

    I had tried almost every avenue and in vain…EPF, MAXIS, Bank Negara, Khazanah, Great Eastern, MIED – study loan (I think this organisation, MIED is the worst of the lot)…

    My daughter’s achievement, amongst others:
    1. Top and best student at Taylor’s University American Degree Transfer program for summer 2010…she achieved a CGPA of 3.98 over 4
    2. She is now in USA (got her into Purdue University with whatever savings we had and we could afford) since August last year and in her first semester at Purdue…she achieved CGPA of 4.00 over 4.00
    3. Mid-January 2011 she commenced her second semester and we are managing her semester fee with my EPF savings and borrowing
    4. In pursuit of excellence…she has signed up for the Professional Actuarial Science exams simultaneously and to complete Master in Finance upon finishing Actuarial Science degree
    5. She will be required to complete another 4 semester and each semester cost around Rm50,000
    6. Because of her excellent results Purdue has invited her to be part of its International Leadership program.
    It is a father’s plea and I need help…

    Hello Sir,
    I’m not supposed to answer all your questions but I really need to help you on this. It’s my good intention to help.

    Since your daughter had already done her 1st year oversea, then I guess she’s eligible to apply for the JPA Loan. You need to log into JPA website and apply for her. Get all documents and send it before the closing date as stated in the site.

    If 1st option failed, I suggest you to go for personal loan. (I’m not suggesting loan sharks.. that’s so wrong). or try to get help from relatives, perhaps they can help or maybe friends. Make a contract, letter or an agreement if they agreed.

    I noticed that your daughter is a bright student. That’s good. But before you try to apply for this JPA loan, you must check whether her degree and university is approved by/under JPA. That’s the deal here.

    My curiosity is, aren’t they any scholarships offer by the Purdue? or from her university?

    I’m so sorry that you had to deal with this hardship. I do understand. It’s really hard. Hope everything goes well. [=ok]

Loan; you have to pay back, Scholarship is usually bonded (Means you have to work with Government after you graduate) but you don’t need to pay them back.]

  60. Hi, I’ve just finished my first 2 years of study in the UK. I’m looking to apply for the JPA Overseas Loan (Pharmacy), but I’m stuck at the Non-Objection Certificate (SSLN). Everything I’ve read about it suggests that I should already have one to study overseas, but although I have my student visa I’ve never heard of SSLN! I would apply for one now, but as someone said earlier, the JPT website says

    “4. SSLN tidak dikeluarkan kepada pemohon untuk tujuan mendapatkan biasiswa atau pinjaman kewangan bagi pembiayaan pembelajaran tetapi SSLN berperanan sebagai dokumen sokongan untuk mendapatkan visa.”

    What should I do if I don’t already have the SSLN and I can’t apply for one now? I’ve emailed JPT to ask them what to do but I’m not overly confident that they’ll reply. Please help!

  61. Hi there, I have just finished my first 2 years of study at a UK university where I am doing a 5 year medical degree. I would like to apply for the JPA loan but am completely lost as to which documents are required and the process of application. Am I right to say that the website is http://www.jpa.gov.my? I have found the website entirely unhelpful as it does not tell me the steps required for application and when I click on “downloadable forms” I do not know which forms to download. It does not help that everything is in malay. No one picks up the phone when I call the office. Is there some place else I can get information? I would really really appreciate some help.

    You cannot just download the form and apply for it. You have to wait for the intakes. All information is available here and on JPA site. Otherwise, how come other people gt it and you don’t? and confused? Lol. Usually intakes are around JAN/FEB for First Batch and Jun/July for Second Batch.

    Application will be opened twice a year:
    First session: Opened on 1st of February and closed on 28th of February.
    Second session: Opened on 1st of July and closed on 31st of July.
    ——————————————————————-

    Log in to esilav2.jpa.gov.my, if the intake is already open, you just need to register yourself online and once you completed the registration, print out everything and submit your application to JPA. They will go through your application and will tell you 2-3 weeks after the closing date. And of course, you need to submit all the relevant documents which are needed.

    At this moment, there are no intakes so yeah, you cannot download anything or access anything.

    hi there~ am just clarify this for sebastian.. it is possible to study MPharm for a student only holding A Level qualification as there is a program in IMU that twins with Uni of Stracthclyde which gives a MPharm cert on completion. It’s a 4 yr course compared to 3 yr BPharm in the UK. =)

  70. Both my parents are ‘pesara kerajaan’, and I know that pensioners are handled by JPA. I’m not sure, but does doesn’t mean that my parents ‘pernah ditaja JPA’ right? I’m fairly certain that this option is for those who were sponsored to study, but I’m just asking to make sure.

    Pesara Kerajaan means that your parents are governement retirees, not ever being sponsored by JPA. Being sponsored by definition, in terms of scholarships and etc.

    One thing about this JPA loan is that you need at least 1-2years study experience oversea.

    Ok I see. Hmm. You have to check yr degree wthr its under JPA’s. They don’t just give sponsors or loan that easily. And I’m sorry! you need to spend at least a sem (pay your own fees) in the States.

    Cut the long story short, you’re not eligible to apply for this year’s JPA loan but next year. Anyways, I think you should really visit JPA’s website or even call them. We can’t simply give all the advices that you need. 🙂 good luck! Google is awesome!

    I got 80 marks for my graduation project, “Damascus – A Contemporary Vision. This project gained words of admiration and support from my teachers and colleagues and came in the second place. I have participated in several artistic workshops in various locations in Syria.   101. My daughter Shreethi A/P Rabidran is studying in Manipal India for medicine and she completed her first year. After obtaining her 1st year result, she applied for JPA loan. She fullfills all the requirement needed by JPA. We checked on line for the results & got the results “tidak berjaya”. I am puzzled as to why her loan was not approved. At least JPA should have told us the reason. We did not expect a full loan but at least 50%. We would not have applied for the loan if we had all the money to sponsor her. I have my eldest son who is doing a twinning UK degree programme and we have not taken any loan for him. We hope that JPA will give us a full explanation on the rejection of the loan. It is only a loan which will be paid back.

  104. Reason is that:
    1. JPA only allocate few sums of money for this offer.
    2. And they did NOT guarantee that they will give LOAN to all STUDENTS, its up to them to decide. So if your daughter did not get the loan, just accept it. You should have known it earlier that sending kids to study oversea cost millions. They are more smart students out there that deserve this loan… take for instance, the low-incomes people who wanted to send their ‘smart’ kids oversea… I’m pretty sure you understand. I’m really sorry though, can’t say much.

    Completed first semester studies in overseas.
    – Student from Pre-U studies:
    Completed studies duration of one year in overseas.
    – Student from 2 + 1 studies (program):
    Eligible to apply with examination results (cGPA) of second year studies.

  105. Hey 1988, are you a current recipient of this? You sound very knowledgeable about this.

    I am a first year biology student.
    My tuition fee is 16k pounds per year, which is about 80k ringgit every year.
    How does JPA pay this amount of money? Every year or every semester? Do they pay in pound or ringgit? To my account or university account?

    Also since the limit is 200k ringgit for me, how are they going to pay the remaining? Second year – 80k ringgit, Third year- 80k ringgit. How about the remaining 40k ringgit? Will they use it to offset a portion of my fourth year fees?

  106. As far as I know, it all depends on your result. It’s like scholarship, if your result is bad, I don’t think they will give out the remaining balance i.e. below their requirements or fail.

    Usually they will pay you to your Malaysia bank, in ringgit that is. SO be prepared with exchange rate issue. In terms of the payment staging, they will pay your 1st semester fee first, and the remaining balance will be paid after provided that your result is good.

    But anyways, there are some requirements listed. Say if you’re a diploma transfer credit student, you need at least 1 year completed studies.

    Not sure if you understand what I’m saying here, its really hard to explain when I’m multi – tasking

    As for paying to the Malaysian bank, is it any specific bank? Must it be joint or personal account? I may ask my parents to open an account in the specific bank first, as the application outcome may be out when I am not in Malaysia.

    Hope you don’t mind me asking, but are you a current/past recipient of this? I am sure you are not a jpa staff lol

  109. Hey Tze Yi,

    This loan has been around for quite some time and cover every year until the limit. The strict (and dumb) rule is that you need to complete a minimum period of studies overseas first, typically one year (see above)

    If I were you, I will try after I have met the minimum requirements.

    I have a question. You said above that one of the supporting documents needed is a copy of SPM results. Does it have to be SPM? Would O-level which is the equivalent of SPM be good? I did not take SPM so are they very rigid about the SPM criteria? Because that and the NOC are the only things that I am lacking right now.
